Summary: create a small pattern on a transparent layer, copy it, paste it as a pattern, save it under a name (it'll appear among your brushes). Use the bucket fill tool to apply the pattern, but don't forget to set the fill type to "pattern fill". You can change the opacity if the scanlines are too dark.
